Climate KIC operates as a not-for-profit foundation working through public-private partnership, wielding both public and private funding. Established in 2010 and headquartered in Amsterdam, we orchestrate a community of more than 150 organisations including large corporations and SMEs, municipal and regional governments, universities and research institutes, as well as non-governmental organisations and civil society actors.
Climate KIC leads the implementation of the European Union’s Mission on Climate-Neutral and Smart Cities and the launch pilot of the Mission on Adaptation to Climate Change, both with the objective of catalysing rapid and deep transformation on a large scale, creating the precedent and economic transition conditions for demonstration, learning, capacity building, fast followership and investment. Achieving the EU Cities Mission will mean avoided scope 1 and 2 emissions alone of an estimated 0.7GT CO2e between now and 2040.
Climate KIC has a Remote-First approach, where colleagues work remotely from home based in one of the countries where we have a branch or employing entity (and can work out of local offices or co-working seats, where they exist). We meet at our local offices to exchange and connect and use online collaboration tools to work with each other and with our community. On occasion, we meet in person as teams, and once per year as an organisation.
As a mission-driven organisation dedicated to climate transformation, we consider the climate impact of our own actions, for example travel, catering, or IT equipment.
ABOUT THE ROLE
This is an exciting opportunity for a Monitoring, Evaluation, and Learning (MEL) professional to apply and grow their expertise within a dynamic, systems innovation context. As MEL Developer, Designer and Producer you will support and coordinate MEL activities mainly at the initiative level while also contributing to cluster-level MEL — contributing to the design, implementation, and ongoing refinement of MEL frameworks and practices across Climate KIC’s work.
You will be responsible for delivering core MEL activities, including supporting the development of Theories of Change, analysing qualitative and quantitative data, contributing to reporting, and facilitating collaborative learning processes with partners and internal teams. You’ll work closely with the central MEL team as well as with project teams and other enabling functions to embed learning across portfolios and initiatives.
This role is ideal for someone who brings solid MEL experience and is eager to deepen their practice in complexity-aware and systems-oriented approaches. You’ll be given space to lead on specific MEL workstreams, while being supported by a collaborative team and the opportunity to build your capacity in emerging evaluation methods.
Key Responsibilities
Managing, coordinating and conducting MEL activities at an initiative level
Designing and facilitating workshops to:
(Co)design MEL context-adequate MEL Frameworks, including Theory of Change and Measurement and Learning tools, with diverse current and potential partners
Validate and disseminate quantitative and qualitative data analysis with diverse groups of stakeholders
Build MEL capacity of Climate KIC staff and partners
Contributing to robust funder and partner accountability including reporting
Embedding MEL plans in future funding opportunities and early-stage initiatives
Supporting cluster-level MEL activities and outputs as well as monitoring, learning and portfolio processes across Climate KIC
Key Working Relationships
You will be coordinating and working closely with the central MEL Team (i.e. MEL Orchestrator, Senior MEL Analyst and others) as well as with project teams and cluster-level leadership and MEL. In order to excel in this role, you will also be called upon to liaise with other enabling functions such as Strategic Partnerships, Communications and the Hub to produce joint results.

You thrive at the intersection of data, dialogue, and decision-making — bringing both rigour and creativity to how learning is embedded in strategy and implementation.
We are looking for someone who can confidently lead processes, facilitate diverse groups, and contribute to building and embedding our MEL services internally and with external partners.
Experience
Experience of developing and implementing MEL frameworks and approaches, including
Theories of Change
Mixed-methods measurement and evaluation
Experience of complexity-sensitive and systems-aware MEL approaches
Strong analytical, systemizing and communication skills and experience with:
Analysing quantitative and qualitative datasets
Reviewing and synthetising of technical reports
Developing insight reports based mostly on secondary mixed-method data
Excellent ability and experience in facilitating workshops with diverse groups of stakeholders in different stages of a project/portfolio cycle:
As part of designing appropriate and relevant MEL frameworks
As part of sensemaking findings and lessons learned for adaptive management
As part of evaluating and disseminating findings and lessons learned
Experience writing funding applications and reports for funders particularly on MEL
Skills
Excellent verbal and written communication in English, especially in synthesising complex information clearly. Other languages might be an asset.
Experience or willingness to work with collaborative IT applications as well as emerging AI applications (we use Office365 and Microsoft Teams, as well as Miro, Zoom, Mentimeter etc. and are actively engaging with AI experimentation)
Comfort working independently and across multiple teams or functions in a dynamic environment.

Location
Candidates must have the right to work in the location they’re applying for (I.e. not require visa sponsorship) prior to applying for the position. Ideally, the successful candidate will be based close to a Climate KIC office, but we support fully remote or hybrid forms of working and offer a high degree of flexibility. Occasional travel might be required for this role (a few times a year).
